Subject: Prior RTC meeting summary & Next Rockaway Transit Coalition meeting

Date: Friday, October 10, 2003 12:49 AM

Dear friends of better transit:

The meeting of the reorganized Rockaway Transit Coalition and the

Regional Rail Working Group Rockaway Subcommittee held on Monday, September 29,

2003, was attended by twelve people including myself, my wife, Albert Papp of

ESPA, CBT & NJARP and Coco Gordon of TIKYSK & CBT. Other attendees were Dorothy

Williams-Pereira of the CAT, Lenora Lavan of Queens Community Board (QCB) #9

and who is also President of the Woodhaven Historical Society, Angela Maloney of

QCB #9, James Trent of the Queens Civic Congress, Herbert J. Gormley of the

Belle Harbor Property Owners, Robert Toth of CBT and who is also a Woodhaven

resident, Thomas Dennehy of CBT and who is also a South Richmond Hill resident,

John Fazio of QCB #10 and Norman Silverman of the Bayswater Civic Association.

At this meeting myself and Albert Papp first described the Penn Station

Metro Hub Plan to the audience as well as the incorporation of the Apple

Corridor Plan (reactivation of the Rockaway Beach Line) which would provide one

seat rail service between JFK Airport and Penn Station via the Rockaway Cutoff

into the LIRR Main Line at Whitepot Junction. Coco Gordon gave an excellent

presentation on how permaculture could help beautify the line as well as provide

many natural resources and natural energy concepts that will enhance the

neighborhood and provide the residents many benefits and would have those neighbors

along the Rockaway embankment utilize these permaculture concepts to create

and protect their own environment. Later that evening the group discussed

renaming the group as one proposal that is still being considered is "Queens

Transit Alternatives." This name change will be discussed again at the next

meeting.

The next meeting of this group will be held on Monday, October 27, 2003,

at 7:30PM.  The location of the meeting will be at the Emanuel United Church

of Christ located at 93-12 91st Avenue which is at the corner of Woodhaven

Blvd. in Woodhaven, Queens New York.  Please note the entrance to the church hall

is located along 91st Avenue approximately 100 feet east of Woodhaven Blvd.

Please do not use any of the other entrances to the church or other adjoining

buildings located along Woodhaven Blvd.

At this next meeting we'll discuss a transportation study that was

prepared in May 1992 called> "Reducing Subway Overcrowding at the Manhattan CBD

Cordons - Vol. 1: The Queens Cordon" and can be accessed at the following

website address:

http://www.fta.dot.gov/library/planning/queen/queen.html

This study contains many useful alternatives for the LIRR Rockaway Beach Line

and the LIRR Port Washington Branch so it will be useful to review this study

before coming to the meeting. A short summary on this former proposal will

be discussed at the meeting and how it can be revised to fit into any future

proposals our group can come up with. Since this study has about sixty-three

pages and thirty-five diagrams associated with it I won't be handing out full

copies to the audience but only a couple of pages with the main points. If

anyone is interested they can a print a full copy and bring it to the meeting

and/or make additional copies for the group if they have the capabilities to do

this inexpensively.

Hopefully at another future meeting, I'll try to contact someone from

the Regional Plan Association to give a presentation on the Airtrain / MetroLink

Plan which would also improve rail service between JFK Airport, Jamaica,

Brooklyn and Manhattan.

Sincerely,

Carl Perrera - NYCTransitMan@aol.com
